I would rephrase this to read "The blades of a paddlewheel remain perpendicular to their axis of rotation", if that is what you mean. (Oxford Concise Dictionary) HORIZONTAL: Of, at, the horizon; parallel to the plane of this, at right angles to the vertical. VERTICAL: Of, at, the vertex or highest point; at the zenith; perpendicular to plane of horizon. The axis of rotation of a paddlewheel is the spindle on which it turns. At any given moment only two blades can be vertical (absolute) and only two blades can be horizontal (absolute). Before I go any further - do you agree?
