Was your dog killed "accidentally?" But yes, the mutiple attempts at "scaring" the bird is tough to handle. Regardless I'm sure a proper punishment will come out of this but regardless, accident or not, each is responsible for what happens as a result of one's actions. Hawk- A great shot that still can't produce a scoring putt. More of shot term then a scoring term.
