I would rephrase this to read "The blades of a paddlewheel remain perpendicular to their axis of rotation", if that is what you mean. VERTICAL: Of, at, the vertex or highest point; at the zenith; perpendicular to plane of horizon. The axis of rotation of a paddlewheel is the spindle on which it turns.
