He is saying that it's (the Endless Belt) a perfect (nearly perfect) system because the Pulley compensates for Release Deceleration, and the compensation is proportional to the amount of slowing effect. Then HK says, that although the Pulley Compensated for Release Deceleration, it doesn't prevent "Impact Deceleration". To Prevent Impact Deceleration you need to Keep "Pressure" on the #3 Pressure Point. HK is a Genius. Re-read 2-K. Will do.
